This research is a descriptive-analytical field survey. The statistical community was comprised of 84 heads of campuses at the University of Cultural Studies, experts consisting of the Director General of Physical Education and the assistants and experts of the General Directorate, as well as specialists and elites in the field of physical education at the University of Cultural Affairs. The data collection tools were interviewed and open and closed questionnaire. The validity and reliability of the questionnaire were verified by professors and sports management experts. The information obtained was based on the views of the Strategic Council of 12 strengths, 11 weaknesses, 12 opportunities and 11 final threats. In order to evaluate the normal distribution of data, the Kolmogorov-Smirnov test and for analyzing the data, in addition to descriptive indexes, we used the Friedman-Matters test for internal and external evaluation. Based on the final score, 2.56 internal factor matrices and a score of 2.57 external factors matrices and necessary measures, the offensive was identified as the strategic location of the Department of Physical Education at Farhangian University. Using SWOT analysis, three SO strategies, three ST strategies, three WO strategies, two WT strategies, and a total of 11 strategies were identified and ranked according to the Qspm matrix in three sections of SO strategies and other strategies. هدف از تحقیق حاضر، طراحی برنامه راهبردی اداره کل تربیت‌بدنی دانشگاه فرهنگیان بر اساس سند چشم انداز افق 1404 بود. این تحقیق از نوع زمینه‌یابی است که به روش توصیفی-تحلیلی و به شکل میدانی انجام گرفت. جامعه آماری را 84 روسای پردیس‌های دانشگاه فرهنگیان، کارشناسان شامل مدیر کل تربیت بدنی و معاونین و کارشناسان اداره کل و متخصصان و نخبگان رشته تربیت‌بدنی در دانشگاه فرهنگیان، تشکیل می‌دادند. ابزار جمع آوری اطلاعات شامل مصاحبه و پرسشنامه باز و بسته بود که روایی و پایایی پرسشنامه توسط اساتید و صاحب‌نظران مدیریت ورزشی تایید گردید. اطلاعات بدست آمده بر اساس نقطه نظرات شورای راهبردی 12 قوت، 11 ضعف، 12 فرصت و 11 تهدید نهایی گردید. به منظور بررسی توزیع نرمال داده‌ها، از آزمون کولموگروف- اسمیرنوف و برای تجزیه و تحلیل داده‌ها، علاوه بر شاخص‌های توصیفی از آزمون فریدمن و ماتربس ارزیابی درونی و بیرونی استفاده گردید. بر اساس نمره نهایی 56/2 ماتریس عوامل داخلی و نمره 57/2 ماتریس عوامل خارجی و محاسیات لازم موقعیت استراتژیک اداره کل تربیت بدنی دانشگاه فرهنگیان تهاجمی شناسایی شد. با بهره‌مندی از تحلیل اس دبیلو او تی، 3 استراتژی در برابر نقاط قوت داخلی و فرصت‌های بیرونی، 3 استراتژی در برابر نقاط قوت داخلی و تهدیدات بیرونی، 3 استراتژی در برابر نقاط ضعف داخلی و فرصت‌های بیرونی و 2 استراتژی در برابر نقاط ضعف داخلی و تهدیدات بیرونی و در مجموع 11 استراتژی شناسایی و بر اساس ماتریس کمی برنامه ریزی استراتژیک در سه بخش استراتژی‌های قوت داخلی و فرصت‌های بیرونی اولویت بندی شدند. https://res.ssrc.ac.ir/article_1869_68c694de94e6c110f42e587e8e48d852.pdf
