The present study is a mixed method of qualitative and quantitative research. The statistical population consists 200 of the previous and present managers and human resources of the general administration of physical education, and experts who were familiar with BSC. On the basis of Morgan table, 132 persons were randomly selected of research samples. The qualitative interview and self-made questionnaire were used as investigation tools. Validity of the questionnaire was confirmed by 15 experts and their reliability were studied in a pilot study with 30 subjects and calculated as 0.82 respectively. For quantitative analysis, description statistical methods and inferential statistics such as chi-square, and Chronbach’s alpha were used and for qualitative analysis logical inductive reasoning method was used. The results showed that the general administration of physical education of Payame Noor university has four perspectives, such as the financial perspective, the collegiate perspective, the internal process perspective, and the learning & growth perspective, 44 strategic objectives, 139 measurements, 139 qualitative objectives, and as well as 141 initiatives and actions. Ultimately it can be concluded that, suggested model has potentiality of being applied in practicing strategies of physical education general administration of Payame Noor University. هدف از پژوهش حاضر تدوین مدل اجرایی برنامة راهبردی اداره‌کل تربیت بدنی دانشگاه پیام نور با کارت امتیازی متوازن بود. پژوهش حاضر از نوع آمیخته و ترکیبی از پژوهش‌های کمّی و کیفی است. جامعة آماری پژوهش متشکل از 200 نفر از اعضای هیئت علمی دانشگاه پیام نور، مدیران پیشین و کنونی اداره‌کل تربیت بدنی دانشگاه پیام نور، مسئولان و متخصصان، مطلعان و خبرگان آشنا به کارت امتیازی متوازن بود که تعداد 132 نفر به طور تصادفی برای نمونة آماری انتخاب شدند. در بخش کمّی از پرسش‌نامة محقق‌ساخته استفاده شد که روایی صوری و محتوایی آن به تأیید 15 تن از متخصصان مدیریت ورزشی رسید و پایایی آن در یک مطالعة مقدماتی با 30 آزمودنی و با آلفای کرونباخ 82/0 محاسبه شد. برای تجزیه‌وتحلیل اطلاعات به‌دست‌آمده در بخش کمّی از روش‌های آماری توصیفی و آمار استنباطی از جمله مجذورکای و آلفای کرونباخ و در بخش کیفی  پژوهش، از روش استقرای منطقی استفاده شده است. نتایج پژوهش نشان داد که مدل اجرای برنامة راهبردی اداره‌کل تربیت بدنی دانشگاه پیام نور، چهار منظر مالی، دانشگاهی، فرایندهای داخلی، یادگیری و رشد دارد و از 44 هدف استراتژیک، 139 سنجه، 139 هدف کمّی و 141 اقدام و ابتکار تشکیل شده است. در آخر می‏توان نتیجه گرفت که مدل ارائه‌شده این قابلیت را دارد که در ایجاد زمینة اجرایی برنامة راهبردی اداره‌کل تربیت بدنی دانشگاه پیام نور به خدمت گرفته شود.  https://res.ssrc.ac.ir/article_947_c4b31ce7d95c75ca70d50c19aef08bf1.pdf
