In the qualitative part, the participants included 15 experts who are knowledgeable about the research topic. In the quantitative part, the statistical population included all physical education teachers in Hamadan city, whose number included 350 teachers. According to Morgan's table, 186 people were identified as samples. The tools of the current research included interviews and a researcher-made questionnaire with 37 questions. The validity of this questionnaire was checked and confirmed by the opinions of some university professors. The reliability of this questionnaire was determined to be 0.85. In order to analyze the data of this research, SPSS and PLS software were used. The results of the research showed that among the identified factors, the database was identified as the most important factor with an impact of 0.896. Also, the results of the current research indicated that the factor of management flows with an impact of 0.890 and also the factor of technical issues with an impact of 0.840 are among the identified factors. In other words, paying attention to database, managerial and technical issues can provide a serious basis for improving research literacy.
