Abstract
This research aimed to study how lean management impacts the effectiveness of the physical education and sports education system in Iran. Through a qualitative approach using grounded theory, data was collected from document analysis and interviews with experts in sports management, educational planning, physical education, university sports instruction, coaching, sports sciences, as well as professors and students from various fields. A total of 16 interviews were conducted until theoretical saturation was reached. The analysis revealed a paradigmatic framework with 23 categories, such as enabling factors (instructors, student characteristics), contextual factors (attraction, replacement, legal environment, preparation), intervention conditions (evaluation indicators, outputs of sports science faculties), strategies (job qualifications for instructors, educational productivity indicators in sports sciences), and consequences (time management, effectiveness). The main outcome identified was the creation of value by identifying and eliminating maximum losses to improve quality and educational effectiveness across departments.
