Designing a Conceptual Model for Research Development in Physical Education at the Ministry of Education of Iran: A Grounded Theory Approach

Background and Purpose
Management support for researchers, facilitating laws and regulations related to research and inter-organizational communication and cooperation, structural components (utilizing theoretical and philosophical foundations of research, determining research axes, and providing a systemic approach to research matters), process components (providing incentives and performance requirements in the field of research, emphasizing research-centered curricula and extracurricular programs, promoting research knowledge, and training research experts and instructors), and human components (paying attention to the prerequisites for research development, access to research tools, mastering the research pillars, and mastering the research environment of the Ministry of Education) have been categorized in the development of research in physical education of the Ministry of Education. The research findings show that by determining goals, implementation stages, evaluation criteria, allocating financial resources, publishing and promoting scientific research results, it is possible to help develop research and exchange knowledge in this field.
Methods
The present study employed a qualitative research design using the Glaser method of grounded theory to develop a conceptual model for research development in the field of physical education within the Ministry of Education of Iran. Participants were purposefully selected and included 14 individuals consisting of university faculty members, Ministry of Education officials, and sports teachers. To ensure expertise and relevance, participants were required to have 5–10 years of managerial experience, as well as a background in academic contributions such as publishing books, articles, conducting research projects, and supervising theses or dissertations. Data were collected and analyzed systematically to identify key categories and components influencing research development, leading to the extraction of organizational, structural, process, and human dimensions that form the basis of the proposed model.
Results
The results of the study led to the development of a comprehensive model for research development in physical education within the Ministry of Education of Iran. The final model consisted of four main components: human (3 sub-categories), structural (3 sub-categories), process (3 sub-categories), and organizational (4 sub-categories). Organizational components emphasized managerial support for researchers, facilitating regulations, and fostering inter-organizational collaboration, highlighting the critical role of financial resources and policy frameworks. Structural components reflected the importance of theoretical and philosophical foundations, defining research priorities, and adopting a systemic approach. Process components included providing incentives, research-centered curricula and extracurricular activities, and developing research knowledge and expertise. Human components focused on prerequisites for research, access to tools, mastery of research pillars, and understanding the research environment of the Ministry. These findings, consistent with previous international and national studies, indicate that strengthening financial support, fostering cooperation with universities and research centers, and promoting research culture in schools can create a sustainable foundation for advancing research in physical education, ultimately contributing to student health, physical literacy, and long-term societal well-being.
Conclusion
In conclusion, this study highlighted the need for a comprehensive and structured approach to advancing research in physical education within the Ministry of Education of Iran. While the proposed model identifies organizational, structural, process, and human components as essential pillars, its successful implementation depends on clear policies, adequate financial resources, and strong collaboration between schools, universities, and research institutions. Moreover, fostering a culture of research among teachers and students, supported by modern tools and professional development opportunities, can ensure sustainability and effectiveness. By addressing these priorities, the Ministry can create a solid foundation for knowledge production and innovation in physical education, ultimately enhancing the health, well-being, and educational success of students.

This article emphasizes that developing research in physical education within the Ministry of Education requires an integrated model that combines organizational, structural, process, and human components. Strengthening policies, resources, collaboration, and research culture can create the foundation for advancing knowledge, improving practice, and promoting student health and well-being.

All stages of the research were conducted in accordance with ethical principles, including informed consent, confidentiality, and voluntary participation. The participants were fully informed about the purpose of the study, and their personal information was protected and used solely for research purposes. Efforts were made to ensure honesty, transparency, and respect throughout the data collection and analysis process.
