Abstract
This study aimed to design a research development model for physical education at the Ministry of Education of Iran. Using a qualitative approach based on grounded theory, the study employed the emergent (Glaserian) approach for data analysis. The research participants included 14 university faculty members, experts in sports research, and relevant officials in the research sector of the Ministry of Education, selected through purposive and judgmental sampling. Based on the coding results, four main components of research development were identified: organizational components, including managerial support for researchers, facilitation of research-related regulations, and inter-organizational collaboration; structural components, such as the utilization of theoretical and philosophical foundations of research, determination of research priorities, and adoption of a systemic approach to research affairs; process components, covering incentives and performance requirements in research, emphasis on curriculum and extracurricular programs with a research focus, and the enhancement of research knowledge and the training of research-oriented experts and coaches; and human components, incorporating prerequisites for research development, access to research tools, mastery of research fundamentals, and familiarity with the research environment within the Ministry of Education. The findings indicate that these components play a crucial role in advancing research in physical education at the Ministry of Education, and focusing on these factors can effectively facilitate the growth of research in this field.
