Current Pattern of Sports Talent Identification in Education System

Background and Purpose
Sports talent identification is essential for sustainable athletic success, focusing on nurturing future generations through supportive systems that integrate cultural, educational, structural, and infrastructural elements. Scientific interest began with Galton's 1869 study on athletes, evolving to include predictive variables for success. Amid societal emphasis on sports in educational, recreational, championship, and public spheres, programs enable early detection of gifted individuals, optimizing resources. Perspectives emphasize biological factors or environmental influences, with contemporary views combining both for genetic recognition and nurturing. Models like the 10,000-hour rule highlight early selection's benefits for training and competition. In education, students are key resources, with optimal ages 11–14 years; schools offer efficacy via teachers and facilities. However, deterministic systems overlook uncertainties and socio-cultural constraints. In Iran's Sistan and Baluchestan Province—a youthful, border region with untapped potential—challenges include traditional methods and resource gaps. This study delineates the current talent identification pattern in the education system, identifying inefficiencies and proposing enhancements.
Methods
This qualitative research adopted a grounded theory approach using Strauss and Corbin's (2008) systematic model to explore and critically analyze the sports talent identification process in Sistan and Baluchestan Province's education system. The population included physical education experts, secretaries, and teachers. Participants were selected via purposeful and theoretical sampling. The sample totaled 32: 7 experts (minimum 2 years' experience), 17 secretaries (minimum 5 years' practical experience), and 8 elementary teachers (minimum 5 years' teaching experience). Ethical protocols ensured confidentiality, informed consent, and anonymized coding.
Data were gathered through semi-structured, in-depth interviews. Sessions were pre-coordinated for ethics and topics, starting with purpose statements and core questions, averaging 60–75 minutes, with recordings via Sony device upon consent. Analysis proceeded concurrently with collection in three phases: open coding (paragraph-to-sentence breakdown yielding sub-categories), axial coding (refining categories through iterations), and selective coding (constructing a paradigm model). This generated 439 conceptual statements and 62 open codes, organized into 17 components and 7 dimensions. Validity followed Lincoln and Guba (1985): credibility via member checking, transferability through expert input, dependability by inter-coder agreement, and confirmability via peer debriefing.
Results
The core phenomenon is the inefficiency of sports talent identification in the education system, comprising unsystematic processes (e.g., lacking institutional synergy, weak networking, non-systemic management) and lack of attention to maintaining and retaining sports talents (e.g., absent supportive mechanisms, episodic activities, talent loss). This arises from managerial-economic weaknesses and underused interactions, causing resource shortages (Table 8).
Causal conditions reflect a unidimensional view, with relational-environmental factors (e.g., poor knowledge sharing, limited interactions, weak scientific ties, minimal media use, lack of synergy between different institutions); economic-equipment factors (e.g., disproportionate resources, no dedicated budgets, scarce facilities); and managerial-organizational factors (e.g., planning deficiencies, human resource shortfalls, unfamiliarity with screening, absent seminars, barriers to external experts) (Table 3).
Background conditions involve infrastructural and cultural neglect, including organizational-professional processes (e.g., imprecise recruitment, mismatched allocation, unmonitored development, ignored metrics, lacking courses, motivational deficits) and cultural-social factors (e.g., meritocracy lapses, insufficient family support) (Table 2).
Restrictive intervening conditions include intellectual-operational deficiencies: operational challenges (e.g., no event initiatives, limited vocational schools, underdeveloped content, absent incentives) and attitudinal challenges (e.g., result-over-process dominance, unintegrated scientific guidance) (Table 4).
Facilitating conditions highlight resource abundance and growing focus: competitive advantages (e.g., ample human resources, large student base, potential talents, public participation, parental awareness) and discourse-building (e.g., emerging discussions, increasing attention, stakeholder expectations) (Table 5).
Strategic conditions emphasize systemic monitoring: motivational strategies (e.g., incentives for implementers, parents, learners); standardization (e.g., compilation of sports file of athletes, assessment centers, handling protocols, outsourcing); organizational supervision (e.g., talent tracking, standards evaluation, monitoring systems); supportive environments (e.g., mass sports promotion, youth teams, insurance coverage for injury support) (Table 6).
Consequences divide into current outcomes (e.g., talent underuse, health stagnation, championship decline, reduced vitality) and strategy-derived benefits (e.g., honors, deprivation reduction, societal joy, delinquency decrease) (Table 7).
Next, by combining the findings, the paradigm model of the current sports talent identification pattern in the education system was shown (Figure 1).
Conclusion
Findings interpret inefficiencies as stemming from disorganization and retention failures, mitigated by facilitative elements and strategies for holistic, context-aligned models. Applications involve standardized protocols, incentives, and tech platforms for accuracy and sustainability. Managerial implications for education and sports policies include resource prioritization, collaborations, and web-based automation for tracking and discourse. This enhances retention, health, and athletic advancement, addressing social issues in underserved regions like Sistan and Baluchestan.
Article Message
This research elucidates inefficiencies in sports talent identification within Iran's education system in Sistan and Baluchestan Province, highlighting unsystematic processes and retention neglect due to managerial, economic, and interactive deficits. By proposing motivational, standardization, monitoring, and supportive strategies, it offers a paradigm model for optimization. Implementing these via technology-driven platforms can foster talent exploitation, yielding provincial/national honors, regional equity, societal vitality, and reduced delinquency. This context-specific approach underscores the education system's pivotal role in sustainable athletic development, providing policymakers with actionable insights for resource allocation and inter-institutional synergy to unlock untapped potentials in youthful, border regions.

All ethical guidelines pertinent to this study were observed, including confidentiality, informed consent, and fidelity to interview transcripts.
