This research aims at design and collection of sport development guidelines in the physical education general Office of Ferdowsi University, Mashhad. The Statistical sample of this research consists of 33 members of managers, assistants, specialists and also physical education elites of Ferdowsi University. The material for gathering data is a questionnaire which its validity is confirmed by some sport management specialists and its reliability is calculated by Cronbach's alpha as 0/85. This questionnaire consists of 53 items which are graded based on strength and weak points, opportunity and threats of Physical education general Office of Ferdowsi University. After analysis of strength and weak points, opportunity and threats and forming the measurement matrix of each internal and external factors of physical education general Office of Ferdowsi University, it is determined that physical education general Office of Ferdowsi University uses a conservative guideline (WO) for sport development. It is worth mentioning that by drawing of quantity strategic programming matrix of internal and external factors, the strategy that is used by top university managers in sport long term programming is also in the first grade from the point of view of priority in strategy.
