The validity of the tool was evaluated and confirmed by the legal and scientific credibility of the statistical sample, the opinion of the experts, and the coefficient of agreement between the codecs. Multi-stage coding method was used to analyze the data. The framework of the research identified in the model consists of four general and consecutive levels: ecosystem (2 perspectives, 5 dimensions and 20 components), strategy (3 perspectives, 10 dimensions and 29 components), performance (3 perspectives, 11 dimensions and 43 components) and outcome (2 perspectives and 8 components). The nature of the relationship between variables in the model is determined based on causal relationships and system analysis.
