Abstract
The purpose of this study was to Designing a policy model for the cultural development of sports in Iran. This research has a qualitative, exploratory and inductive approach that uses the Grounded Theory method as a research method. The method of data collection is based on relevant theoretical foundations, studying upstream documents and conducting semi-structured interviews based on the cultural system of sports in the country, approved by the Supreme Council of the Cultural Revolution (2015). The research participants were 10 experts on the subject were selected purposefully. For data analysis, continuous comparison method was used during three stages of open, axial and selective coding. The data analysis showed that 113 concepts in the form of 23 categories are effective in Approach to cultural development in sports, which 4 categories of contextual conditions, 4 categories of causal conditions, 4 categories of intervening conditions, 6 categories of strategies, 5 categories were extracted as consequences. The findings of this research will help the senior and executive managers, related organizations on the policy process of cultural development of sports in Iran so that they can try to implement cultural projects and programs as best as possible.
