Youth Physical Literacy Development Model: A Study Based on the Challenges and Opportunities in Khorramabad City

Abstract
Despite the recent global emergence and expansion of the concept of physical literacy, the definitions and structures presented in various sources exhibit significant diversity and differences. This lack of a comprehensive and clear framework for physical literacy can significantly impact individuals’ understanding and participation in physical activities. Therefore, this research aimed to develop a model for physical literacy development in young people in Khorramabad city based on its challenges and opportunities. This qualitative research employed a grounded theory approach. Data were collected through semi-structured in-depth interviews with 25 experienced professors and teachers familiar with physical literacy in Khorramabad. Data were analyzed using MAXQDA version 2020. Convenience sampling was used, and theoretical saturation was achieved in the sixteenth interview. Data analysis identified factors influencing physical literacy development in five main categories: 1) Causal factors (lack of motivation and awareness, economic limitations, and modern lifestyle), 2) Contextual factors (lack of infrastructure and access, educational, social, and financial barriers, and inefficiency), 3) Intervening factors (ideal social and cultural environment, expert human resources, participatory and budgetary programs), 4) Strategies (awareness-raising and cultural development, expert human resources, use of technology, providing infrastructure and access, developing supportive policies, and participation), and 5) Consequences (physical, psychological, social, educational-occupational). This study provides a comprehensive model of factors affecting physical literacy that can assist professionals, researchers, and policymakers in developing physical literacy within the community.
