این پژوهش با هدف شناسایی و اولویتبندی عوامل مؤثر بر توسعه مشارکت فدراسیونهای ورزشی در فرایند استعدادیابی ورزشی دانشآموزان انجام شد. این مطالعه از نوع کیفی با رویکرد اکتشافی-تحلیلی طراحی شد. جامعه پژوهش شامل مدیران، کارشناسان و صاحبنظران حوزه ورزش کشور بود و نمونهها به صورت هدفمند و با معیارهایی شامل تجربه مدیریتی، سابقه علمی و آشنایی با سیاستگذاری ورزشی و همچنین تجربه مستقیم در فدراسیونها انتخاب شدند. درمجموع، یازدهنفر از خبرگان واجد شرایط مشارکت کردند که تجربه مدیریت و تعامل با مدارس و فرایندهای استعدادیابی داشتند. دادهها از طریق مصاحبههای نیمهساختاریافته جمعآوری شد. فرایند تحلیل شامل سه مرحله کدگذاری (کدگذاری اولیه، محوری و نهایی) بود و نرمافزار مکسکیودا نسخه ۲۰۲۰ برای سازماندهی و تحلیل دادهها به کار گرفته شد. یافتهها نشان داد که راهکارهای مؤثر در سه بعد اصلیسازمانی، عملیاتی و اطلاعرسانیقابلطبقهبندی هستند که درمجموع ۵۹ شاخص کلیدی را شامل میشوند. همچنین نتایج آزمون فریدمن نشان داد که نیروی انسانی، برنامههای فوقبرنامه و شبکههای اجتماعی بیشترین اهمیت را دارند. اعتبار یافتهها از طریق بازبینی و تأیید خبرگان حوزه ورزش تضمین شد. نتایج پژوهش میتواند مبنایی برای سیاستگذاری اثربخش و تقویت همکاری میان نهادهای ورزشی و آموزشی، در راستای ارتقای فرایند کشف و پرورش استعدادهای دانشآموزی و بازتعریف نقش فدراسیونها در توانمندسازی سرمایه انسانی فراهم کند.
