چکیده

امروزه با توجه به تغییرات سریع محیطی و عدم‌اطمینان حاصل از آن، ضرورت برنامه‌ریزی و آینده‌پژوهی برای مقابله با تغییرات احتمالی آتی، بیش از پیش آشکار می‌گردد. این مهم در خصوص تربیت‌بدنی و ورزش بالأخص در سنین کودکی بسیار حائز اهمیت است زیرا تغییر و تحولات زندگی امروزی و ماشینی شدن فعالیت‌ها، کم‌تحرکی و بیماری‌های مختلف را به ارمغان آورده‌است. لذا هدف از این پژوهش شناسایی عدم‌قطعیت‌های تربیت‌بدنی و ورزش دانش‌آموزی در افق 1404 می‌باشد. پژوهش حاضر از منظر هدف، کاربردی، از نظر روش گردآوری داده‌ها توصیفی و روش پژوهش از نوع مطالعات کیفی با رویکرد آینده‌پژوهی می‌باشد. به منظور شناسایی عدم‌قطعیت‌های تربیت‌بدنی و ورزش دانش‌آموزی از روش تحلیل‌ساختاری استفاده شد و محاسبات روش مذکور توسط نرم-افزار میک‌مک انجام گرفت. جهت شناسایی خبرگان از روش نمونه‌گیری گلوله‌برفی استفاده شد. در نتیجه ابتدا از طریق مطالعات کتابخانه‌ای و مصاحبه‌های عمقی با خبرگان (18 نفر)، 21 عامل موثر بر تربیت‌بدنی و ورزش ‌دانش‌آموزی در هفت بعد مدیریتی، سیاسی، اقتصادی، اجتماعی، تکنولوژی، محیطی و قانونی شناسایی شد. سپس پرسشنامه مقایسه‌زوجی تدوین و با نظر خبرگان تکمیل گردید. در ادامه روابط بین عوامل با ساخت ماتریس و رسم نقشه هندسی تأثیر مستقیم و غیرمستقیم توصیف شد. در نهایت گروه‌های عوامل شناسایی و عدم قطعیت‌ها استخراج شد که شامل «نگرش دولت‌مردان به تربیت‌بدنی و ورزش»، «اسناد بالادستی»، «کیفیت منابع‌انسانی»، «سهم ورزش در سبد هزینه خانوار»، «تعاملات بین‌دستگاهی و بین‌سازمانی» می‌باشد. در نتیجه به منظور انجام برنامه‌ریزی مناسب برای سال 1404 باید عدم‌قطعیت‌های شناسایی شده را که دارای بیشترین تأثیرگذاری و تأثیرپذیری هستند مدنظر قرار داد.
